The costs of the feasibility study, market study, Geotechnical report, Floodline report, engineering design and the Environmental impact assessment will be paid for by the investor.

Maquassi Hill Local Municipality council took a resolution as per SLC 15/2023/2024 in October 2023 to mandate Municipal Manager and the Team to lead the process of the development of Maquassi Hills Mall. The purpose of the process is to attract investment and position the Maquassi Hills Local Municipality as an investment area of choice, reinvigorate Maquassi Hills in particular and initiate and implement high impact projects in agriculture, tourism, mining, transport etc.

The role of the process is:

• Identification of potential projects – through the IDP processes, economic opportunities studies, leads by members of the community (business, labour, employees) and other interested stakeholders;
• Scoping of identified projects that the board has approved and communicate the same to the shareholders for inclusion in the IDP;
• Undertaking of initial studies such as feasibility, market, or financial studies to determine the viability of the projects;
• Identification of operating partners (investors) for the projects;
• Facilitate the signing of land availability agreements between the Municipality and the investor;
• Monitor the implementation of the projects and
• Exit the projects and initiate new projects.
