Job Purpose

The objective of this advertisement is to invite proposals from qualified and experienced ICT consultancy firms to provide governance and policy advisory services in alignment with the Department of Higher Education and Training (DHET) framework. The appointed firm will guide and assist the institution in achieving compliance, improving ICT governance structures, and enhancing policy development and implementation.

Minimum Requirements

The consultancy firm must meet the following criteria:

·       Proven track record of working with South African educational institutions or public sector organizations.

·       In-depth knowledge of the DHET Governance Framework and relevant South African legislation.

·       Minimum of 5 years' experience in ICT governance, compliance, and policy development.

·       Certified or accredited in ICT governance and/or risk management (e.g., COBIT, ITIL, ISO/IEC 38500, King IV).

·       Demonstrated experience in providing advisory services on compliance with South African ICT governance regulations.

Scope of Services Required

The appointed consultancy firm will be expected to:
• Conduct a comprehensive review of the institution's current ICT governance framework and policies.
• Align the institution's ICT governance with the DHET's Governance and ICT Policy Framework.
• Develop and implement ICT governance policies, procedures, and frameworks in line with best practices and DHET requirements.
• Provide advisory services on compliance with relevant South African legislation (e.g., POPIA, PAIA, and King IV).
• Offer guidance on ICT governance structures, roles, and responsibilities.
• Assist with the development of an ICT risk management plan and strategies to mitigate identified risks.
• Conduct workshops and training sessions for senior management and ICT personnel on governance best practices.
• Provide ongoing support and monitoring of ICT governance compliance.

Key Performance Areas

·       Detailed report on current ICT governance status and gaps.

·       Customized ICT governance policy framework tailored to the institution’s needs and DHET guidelines.

·       ICT policy documents covering areas such as data management, cybersecurity, privacy, and risk management.

·       Recommendations for aligning institutional ICT operations with national higher education policies.

·       A training plan for stakeholders involved in ICT governance and policy implementation.
