Minimum Requirements

· Bachelor of Science Degree in Engineering /BTech: Engineering or equivalent

· Five years relevant experience at middle management level or as programme/project manager, 3-4 years must be at professional/management level engineering management

· Certificate in Municipal Finance Management Programme Level 6 or Certificate Program in Municipal Development (CPMD) in line with Minimum regulations in 2007 as an added advantage. Appointed candidates will be granted 18 months to acquire CPMD if she/he does not possess such

· The need for signing of employment contract, a performance contract and disclosure of financial interest

· The need to undergo security vetting

· The need to undergo competency assessment test

· Registration with a recognized relevant engineering professional body an added advantage.  

· Valid driver’s licence and NO criminal record.

Key Performance Areas

· Providing an advisory role to the Municipal Manager regarding all aspects falling within the scope of work and carrying out Council decisions

· Development implementation and management of strategic goals, policies, procedure and plans for Directorate aligned with the municipal strategic goals

· Staff management, strategic planning / support.

· Technical service management, finance and administration, liaison.

· Responsible and accountable for all major line functions and roles engaged in the processing of core delivery services and the required support function.

· These services include Roads and storm water; water and sanitation; public works; street lighting and mechanical services

Competencies

· Good knowledge and understanding of relevant policy and legislation

· Good knowledge and understanding of institutional governance systems and performance management

· Must have extensive knowledge of the public office environment

· Must be able to formulate engineering master planning, project management and implementation

· Good governance

· Budget and finance management

· Ability to be an innovative and strategic leader.

· Good facilitation and communication skills in at least two of the three official languages

· Certificate of competency as required in terms of the General Machinery Regulations, 1988 or

· Registration with a recognized relevant engineering professional body as an added advantage

Remuneration

Total remuneration package will be in terms of Government Gazette No.48789 dated 14 June 2023

i.e.,

- Minimum R852 108,

- Midpoint R946 787 and

- Maximum R1 041 465

per annum, plus 10% remote allowance

Notes

The advertisement of this position is in line with the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers and Managers directly accountable to Municipal Managers. The successful candidate will be required to sign an Employment Contract; Performance Agreement and disclose their financial interest. Shortlisted candidates will undergo security vetting, including inter alia Competency Assessment, the verification of their Curriculum Vitae, as well as all qualifications and criminal records. Candidates who are not in possession of the CPMD/MFMP will be given an opportunity to obtain such certificate within 18 months, if appointed.
