Job Purpose

In this role, the Executive Director: Finance will assume strategic responsibility and operational leadership of the full financial function of the University. This includes the effective management of the University’s finances to maximise the resources available to deliver on the academic activities within the Institution’s strategic vision and direction.

Minimum Requirements

Required Qualifications, Skills and Experience:
• A relevant undergraduate qualification (NQF 7) plus Honours / PGDip (Accounting) or CTA


• Professional registration with the South African Institute of Chartered Accountants or equivalent professional body as a Chartered Accountant


• At least 10 years’ experience in senior management position managing significantly large functional financial teams and finance specialists


• Applied knowledge of PFMA, GAAP, IFRS, King IV, Financial Modeling, Risk Management, Finance and Procurement policies


• Working knowledge and understanding of dynamics of public higher education and related funding instruments will be an advantage.


• A Master’s degree, MBA or MBL will be an added advantage for the successful candidate

The successful candidate has an established and immaculate track record of leading teams to deliver excellent financial services and a deep working knowledge of the higher education sector. The role will report to the Vice-Chancellor of the University and, as a member of the Executive Management, be accountable to the University Council.

Key Performance Areas

Key responsibilities of the Executive Director of Finance include:
• Prepare medium and long-term financial strategy and provide leadership to the CPUT’s financial strategic plans to ensure the sustainability of the Institution.


• Benchmark, develop and manage the performance and operations of the Finance function, ensuring effective delivery of strategy, managing risk and making critical decisions.


• Support the Executive Management in the development of the Corporate Plan and Annual Business Plan, including development of the budget and reporting of expenditure against outcomes, objectives, and targets.


• Lead the preparation and maintenance of the CPUT’s medium and longer-term Financial Recovery Plans aligned to the University’s Financial Improvement Framework.


• Lead the University’s annual and quarterly forecasting process, ensuring alignment with the planning process, providing oversight of the University’s actual and forecast position.


• Support the CPUT Chair of the Finance Committee in providing assurance to the Council in relation to financial strategy, performance, and sustainability.


• Lead the CPUT’s relationship with DHET and ensure obligations in relation to financial reporting are met.


• Build and ensure effective working relationships and partnerships with key stakeholders, funders and financial institutions.


• Ensure adherence to corporate standards and best practice in the management of devolved budgets.


• Liaise with the relevant bodies such as internal and external auditors, Budget Committee, Financial Committee of Council to ensure a coherent approach to internal controls.


• Responsible for the compliance with government account procedures and standards.


• Prepare CPUT’s published annual financial statements and clearing through the relevant management fora.


• Provide leadership to the Finance Department to ensure that the collective and individual role players have the capacity to deliver against CPUT’s financial objectives.


• Promote the Finance Department organisational values and vision, facilitating a positive culture that actively encourages the success and achievements of the team and its collaboration with internal and external partners to the Institution.
