Minimum Requirements

Essential and non-negotiable requirements (Higher Education qualification, work-related experience and other requirements):

 

- A recognized Bachelor’s Degree in Building Sciences or Town and Reginal Planning or Development Studies on the National Qualification Framework at a NQF level 7 with minimum of 360 credits.

- Minimum 5 year’ experience at Middle Management level in a municipality and proven successful institutional transformation within public or private sector. 3-4 years at professional/management experience in administration.

- In depth knowledge and understanding of relevant policies and legislations

 

- Understanding of Council operations and delegations of powers; impeccable and proven ability to formulate spatial and town planning and development, Geographical Information Systems, project management and implementation.

- Compliance with MFMA; Minimum Competency Levels in unit standards as per Government Notice No. R493 of Gazette No.29967 of 15 June 2007 as amended.

- Sufficient experience in town development and planning management within Local Government on an executive level.

 

- Certificate Program in Management and Development (Municipal Finance) or Certificate Programme in Municipal Development (CPMD) is essential. If a newly appointed person is not in possession of this Competency, he/she must complete it within eighteen (18) months from the date of employment in accordance with Government Notice Number:91 of 03 February 2017, as promulgated in Government Gazette No.40593, failing which the employment contract will terminate automatically within one month after the applicable period.

- Computer literacy

- A valid driver’s licence

- Certification that the incumbent does not hold political office.

Key Performance Areas

Key performance areas:

 

- Perform all delegations by the Accounting Officer in terms of MFMA and any other functions that may be assigned by Accounting Officer. The post operates at strategic level and the main focus is to lead, manage, control, organize, plan and execute the following functions as required of all municipal engineering services. 

- Responsible for the strategic Planning, Town Planning, Building control and Regulations, GIS, Real Estate & Land sales, Housing and IDP

- Ensure that all council policies and relevant national and provincial legislation regarding planning matters are implemented in accordance with the PDA regulations and SPLUMA.

- Execution and control of the budgetary processes in the department.

- Coordination and facilitation of the IDP

- Development and implementations of land management strategies and spatial plans.

- Coordination’s of housing matters.

- Directing and management of performance of the employees in the department.

Advising the senior managers on the performance reviews and SDBIP processes

Annual Total Remuneration Package: Payable in terms of Government Gazette No. 47538 on Upper Limits of Total Remuneration Package Payable to Municipal Managers directly Accountable to the Municipal Managers for Category 3 Municipality.

Min: R907 864.00

Mid: R1 037 559.00

Max: R1 150 465.00

Cell phone allowance in terms of the Council Policy.
