Minimum Requirements

• Bachelor`s degree in Engineering/ B. Tech  Engineering or equivalent

• Must meet minimum competency requirements in terms of National Treasury Regulations of 2007, Certificate Programme in Management and Development qualifications or be in the process of acquiring such in the next 18 months after appointment

• Five (5) years’ experience in senior management, preferably in the public sector

• Registration with a recognised Engineering professional body in the RSA will be an added advantage

• A valid code B driving licence

Key Performance Areas

• Identification of technical strategies, that complement service delivery programmes of the municipality

• Manage the technical and infrastructure services department including civil engineering services and systems maintenance services

• Management of all infrastructure-related contracts awarded by the council to service providers

• Responsible for proper, efficient and cost-effective construction and maintenance of roads and municipal buildings  

• Compile tender documents for the department and cause them to be duly processed

• Prepare annual draft budget for the department

• Define, implement and monitor, short to long-term strategic plans of the department

• Directs, controls and controls successful achievement of the department`s key performance indicators

• Plan the work sequences, programmes and outcomes associated with technical services 

• Manage and all budget-related matters of the department  

• Manage and champion Risk management matters within the department
