* Bachelor’s degree in social sciences/ management science/law; or equivalent

ADDED ADVANTAGE:

Certificate in Municipal Finance Management Program (MFMP) (SAQA Qualification ID No. 48965) or Certificate Program in Municipal Development (CPMD) or attain the qualification with 18 months from date of appointment, Registration with the relevant professional body.

At least five (5) years relevant experience at middle management level in local government; and have proven successful management experience in administration. Competencies as set out in the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers.

The applicants must exercise diplomacy and be committed to providing progressive democratic and accountable government; strategist and excellent corporate planner, Excellent communication (written and verbal) and motivational skills; Interpersonal skills and Customer focused; Advanced negotiation skills; conceptual and analytical thinker; Diversity management skills.  * Computer literacy in MS Word, Excel and Power Point.

Recommendation

KNOWLEDGE:  The candidate will be expected to demonstrate:

i.               Good knowledge and understanding of relevant policies and legislations

ii.             Good Knowledge and understanding of institutional governance systems and performance management system;

iii.            Good knowledge of corporate governance support services including:

-       Human Resources Development;

-       Human capital management;

-       Legal services;

-       Facilities management;

-       Information communication technology and

-       Council support;

i.               Good knowledge of supply chain regulations and the preferential procurement policy framework Act, 2000 (Act no. 5 of 2000)

ii. Good governance;

iv.   Legal backgrounds;

Knowledge of coordination oversight of all specialized functions ;

Key Performance Areas

The successful incumbent will be accountable to the Municipal / Accounting Officer and be responsible for the following: 

Provide strategic direction to the Corporate Services Directorate.

Responsible for development of organizational policies and procedures. 

Be accountable for the execution of all resolutions of the municipality as well as be accountable for the general supervision, control and efficiency of the directorate. 

Formulate support and implement the strategic goals of the municipality in order to give effect to the Integrated Development Plan (IDP). 

Participate in strategic management of the Municipality by advising the Municipal Manager on issues pertaining to Corporate Support Services Directorate. 

Ensure that Municipal Performance Management System is fully implemented in the Municipality. 

Provide advice and support to Council and other Office Bearers on all functions of the Directorate. 

Ensure effective management of the Directorate and the following sections: 

- Human Resource Management & Development,

- Legal Services,

- Payroll Administration and Admin & Support Services. 

- Provide visionary and innovative leadership to a diverse workforce, to ensure optimal utilization of the Council’s resources in terms of implementing its strategic objectives articulated in the IDP and in the fulfillment of its statutory mandate. 

- Integrate functional output with other directorates.

Remuneration

Remuneration ranges from

minimum R935 100

mid-point R1 068 686 and

maximum R1 184 979

(per annum) including 4% rural allowance as per Government Gazette No. 47538 dated 18 November 2022

Notes

Candidates will be subjected to disclose financial interest, to security vetting, to qualification verification, to undergo a competency assessment and to achieve the minimum competency as per Regulation 495 dated 15 June 2007 AND to sign an employment contract as well as performance agreement  (within 60 days of appointment).
