Job Purpose |
Responsible for the effective management of the Service Delivery Budget Implementation Plan (SDBIP) of the Directorate. Candidates must have the necessary knowledge, competencies and experience associated with the duties of the position, as well as excellent management skills. Suitably qualified individuals with innovative thinking, passion and the right mindset are invited to apply. |
Minimum Requirements |
• B degree in Social Sciences / Public Administration / Law or an equivalent qualification at NQF level 7. • Minimum competency unit standards for Senior Manager, as stipulated in Regulation 493 dated 15 June 2007, or must complete the prescribed unit standards within 18 months from the date of appointment, as stipulated in Government Notice No. 91 of 3 February 2017, as issued in Government Gazette No. 40593. • A minimum of five years’ experience at middle management level. • The required core competencies as set out in Annexure A of the Regulations on the Appointment and Conditions of Service of Senior Managers; Government Notice 21 in Government Gazette 37245 dated 17 January 2014. • Good knowledge and understanding of applicable policy and legislation. • Good understanding of institutional oversight management systems and performance management. • Understanding of council activities and the delegation of powers as well as Public Safety. (Law Enforcement. Traffi c, Fire & Disaster Management), Human Settlement, Housing and Community Development. • Proven track record of good oversight management, audit and risk management, budget, and financial management. • Ability to be an innovative and strategic leader. • Good facilitation and communication skills in at least two of the three official languages of the Western Cape. (English, Afrikaans, isiXhosa). • A valid driving license, reliable transport, and no criminal record. |
