Minimum Requirements |
(Minimum Qualifications and Related requirements)
NQF Level 7 in the fields of Accounting, Finance or Economics or Chartered Accountant (SA) and Certificate in Municipal Financial Management (SAQA qualification ID No. 48965) or to be completed within 1 (one) year after appointment. At least seven (7) years relevant experience of financial management in local government, of which at least two (2) years should be at senior management. Competencies as set out in the Local Government: Regulations on Appointment and Conditions of Employment of Senior Managers. |
Recommendation |
Good knowledge and understanding of relevant policies and legislations. Good Knowledge and understanding of institutional governance systems and performance management system; Good knowledge of financial management including revenue management, supply chain management, budgeting; good management of expenditure and financial reporting; Good knowledge of supply chain management regulations and the preferential procurement policy framework Act, 2000 (Act no. 5 of 2000) Good governance knowledge of coordination and oversite of all specialization support functions. |
Key Performance Areas |
The successful candidate will be responsible to lead, direct and manage staff within the Finance directorate so that they able to meet their departmental and organizational objectives. *Ensuring compliance within the Municipal Finance Legislation and regulations. *Integrating the financial management system of the municipality. *Manage all financial functions including AFS; analysis and interpretation of financial costing information to identify trends, make forecasts and recommendations. *Plans, direct and coordinate planning and preparation of Revenue Management; Expenditure Management, Salaries, Monthly budget statement. *Responsibilities include inter alia estimates and budgeting, income control, expenditure control, credit control, insurance, grants, loans and indigent relief administration services. |

Remuneration |
Remuneration ranges from minimum R935 100, mid-point R1 068 686 and maximum R1 087 610 (per annum) including 4% rural allowance as per Government Gazette No. 47538 dated 18 November 2022 |

Candidates will be subjected to disclose financial interest, to security vetting, to qualification verification, to undergo a competency assessment and to achieve the minimum competency as per Regulation 495 dated 15 June 2007 AND to sign an employment contract as well as performance agreement (within 60 days of appointment).
