Minimum Requirements

-  Post-graduate Degree in Auditing and/or Accounting.

-  At least five (5) years in internal audit management.

-  Professional designation such as Certified Internal Auditor and other relevant professional designation.  The incumbent should preferably possess membership of the Institute of Internal Auditors.

-  Knowledge of International Standards for Professional Practice of Internal Auditing.

-  In-depth knowledge of financial framework and regulations, policies, legal disposition and documentation requirement to adhere to public auditing procedures and standards.

-  Knowledge of municipal administration.

-  Strong organization, analytical and problem-solving skills.

-  Certificate in Municipal Finance or currently enrolled towards this qualification.

-  Good performance management skills, Financial Management and Risk Management.

-  Computer literacy.

-  No criminal record.

-  Valid driver’s licence. 

General Requirements for all positions: (a) Membership of a professional body. (b) Experience of serving on an audit or similar committee and indication of audit committees which currently serving on. (c) Non-government officials. d) Served in any governance structures for the minimum of five (5) years. e) Understanding of the oversight regulatory framework governing public sector in terms of PFMA and Treasury Regulations f) Monitoring and evaluation.

Key Performance Areas

-  Direct communication with the Accounting Officer, Audit Committee, Municipal Council and other appropriate governing authorities.

-  Supervise and manage the activities of internal audit activities which includes amongst others planning, resource management, implementation of operating policies and procedures, review of work, coordination of assurance activities and quality assurance.

-  Develop an Internal Audit Strategic Plan

-  Establish risk-based plans to determine the priorities to the internal audit activities, consistent with the municipality’s goals.

-   Develop Operational Internal Audit Plan.

-  Provide administrative support to the Audit Committee.

-  Ensure compliance with king IV code. 

-  Conduct performance audits in accordance with the performance management system.

-  Perusing through contractual agreements and assesses compliance with laid down financial and procurement policies.

Remuneration

Total annual remuneration package of Basic Salary range

R456,432.85–R592,490.31

(plus benefits: Pension, Medical aid scheme, Housing subsidy and 13th Cheque)
