For the Director: Development and Planning vacancy:

• Bachelor of Sciences Degree in Building Sciences/ Architect/ Bachelor Degree in Town and Regional Planning or Development Studies; or equivalent.

• Minimum of five (5) years relevant experience at middle management level and must have Professional Developmental/ Town Planning and Regional Planning experience.

• A Certificate in Municipal Financial Management Programme (MFMP) is a Compliance with the requirements contained in the Minimum Competency Levels Regulations, Notice No. 493, Government Gazette No. 29967 of 15 June 2007 or the ability to complete it within 18 months, as contained in Notice 91 of 03 February 2017 and promulgated in Government Gazette No, 40593. Failure to comply with this, will result in automatic termination of service within 1 month after expiration of this period;

• The applicant must have extensive knowledge and understanding of all policies that governs Municipalities and relevant to the department;

• Advanced understanding of Institutional Governance Systems and Performance Management.

• Planning/Organisational and analytical skills;

• Advanced knowledge of Economic Growth & Development as a prerequisite for poverty eradication;

• Good understanding of institutional governance systems and performance management;

• Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000); • Knowledge of geographical information systems; and

• Knowledge of spatial, town and development planning.

• Ability to communicate and negotiate at all levels of government and with all relevant stakeholders.

For the Director: Corporate Services vacancy:

• Bachelors degree in Public Administration/Management Sciences/Laws or equivalent.

• Minimum of 5 (five) years work-related experience at middle management level and have proven successful management experience in administration.

Key Performance Areas

For the Director: Development and Planning vacancy:

• The expected incumbent will be reporting directly to the Accounting Officer

• Draft & ensure the implementation of the departmental SDBIP;
• Provide general strategic management to ensure that the department meets the five (5) Key Performance Areas and the outcomes of Local Government Turn-Around Strategy;

• Manage, develop and oversee local economic of the JTG District;

• Coordinate Strategic Planning and Organisational Performance Management;

• Ensure effective coordination of social and labour plans (SLP’s) to benefit the entire district;

• Ensure effective coordination of the implementation of Local Economic Development (LED) and District Growth & Development Strategies (DGDS) in the District;

• Responsible for aligning the DGDS and LED strategies with the new priorities and policies of national and provincial governments;

• Development through Enterprise Development, Industrial Development, Trade and Investment Promotion and Neighbourhood Development initiatives to promote economic growth and eradicate poverty;

• Develop long-term local economic strategies and analyse/contribute/decide about the Local Economic Development Policy;

• Coordinate the implementation of Comprehensive Rural Development & Programme (CRDP) in the district. Direct implementation of priority economic development initiative;

• Facilitate strategic partnerships and investment opportunities for JTG District Municipality

• Improving economic development capacity in local government by sharing information and knowledge;

• Assessing the economic feasibility or cost and benefit of undertaking particular projects;

• Develop and implement marketing strategy for JTG District Municipality;

• Promote the establishment of SMME's for JTG District;

• Measure impact of capital/construction projects on job creation and BBBEE within JTG District Municipality;

• Develop, support and promote the establishment of co-operatives within the jurisdiction of for JTG District Municipality;

• Manage, develop and oversee tourism through branding for JTG District Municipality marketing and initiatives to promote the area as a tourism end destination;

• Manages Tourism Development Rural Planning Development, Traditional Affairs and Agriculture industrialisation hubs;

• Preparation and managing of operational and capital budget to effect the smooth running of the development & planning directorate;

• To create an enabling environment through the facilitation of Local Economic initiatives which encourage the creation of jobs, the retention and expansion of enterprises and the attraction and promotion of investment supported by economic research;

• Ensure proper planning of long and short term objectives and plans of the Local Economic Development, Tourism, and Trade Section. Responsible for productivity, personnel management, administration and risk control;

• Facilitate development of communal farming and food gardens within JTG District Municipality;

• Ensure that the approved budget is executed in line with the service delivery and budget implementation plan (SDBIP) for the Directorate of Development and Planning.

• Adhere to measures and controls that fight fraud, corruption & other act of dishonesty that are widely recognised in Local Government for being ingenious and prudent.

For the Director: Corporate Services vacancy:

• The expected incumbent will be reporting directly to the Accounting Officer;

• Directs, visualize, identifies and deliver on strategic mandate and objectives of the Directorate Corporate Support Services as set out in the IDP of Council;

• Pursues political-administrative teaming and functioning to enhance collaborative interactions and cooperatives for the purpose of institutional cohesion, common identity and service delivery success;

• Support the formulation and implementation of the code of conduct for all role players within corporate services and the municipality which as a minimum include labour relations, legal service delivery success;

• Support the Municipal Manager and contribute to the establishment and maintenance of noncompliance with labour relations and other related legislative requirements;

• Executes any functions delegated by the Municipal Manager in terms of the delegations of powers;

• Analyses the Internal Audit and Audit Committee reports related to corporate services, implements timeously risk management interventions to curb occurrence of such risks and audit findings;

• Advise and assist other Managers in applying sound recruitment and selection practice and appropriate induction, training and development programmes and the Human Capital Management programmes;

• Prepare own budget in line with the strategic objectives of the municipality and develops corrective measures action to ensure alignment or budget to financial resources;

• Promote the importance of excellence across corporate services department through corporate identity and ensure that key performance areas are aligned with the KPI’s and the Municipal KPA’s;

• Provide an integrated human capital services to the Municipality including inter alia: - To establish and maintain a Human Resources Framework and policies. - To provide and maintain sound labour relations. - To ensure that a skills development function is provided to the municipality - To ensure that the employment equity function is managed and the objectives of Council are reached. - To revise and maintain staff structure to ensure that IDP objectives can be met; - To provide integrated personnel administration on leaves, employees’ benefits, coordinate payroll, etc. - To ensure that discipline is maintained in the institution.

• Serve as the chairperson of Corporate Services Directors’ Forum in the District.
