Members of the Management Board will be appointed for a period of five (5) years in which they will receive an honorarium for their time, expenses and services rendered.

Job Purpose

The Member of the Executive Council (MEC) for the Department of Social Development, Ms N. E. Vilakazi, invites nominations of suitably qualified Northern Cape Citizens to serve as members on the Management Board for the following Child and Youth Care Centres:

• Molehe Mampe Child and Youth Care Centre in Kimberley


• Marcus Mbetha Sindisa Child and Youth Care Centre in Upington


• De Aar Child and Youth Care Centre in De Aar


• Namakwa Child and Youth Care Centre in Springbok

In accordance to Section 208 of the Children’s Act of 2005, the Department of Social Development is required to establish Management Boards to assist in the operation and management of Child and Youth Care Centres in the Northern Cape Province.

The responsibility of a Management Board for the indicated Child and Youth Care Centres is to monitor performance and ensure compliance with the National Norms and Standards as prescribed in the Children’s Act, Act 38 of 2005, its Regulations, the Children’s Amendment Act 41 of 2007, the Blueprint on Child and Youth Care Centres (both for children in terms of the Children’s Act and the Child Justice Act, Act 75 of 2008).

Minimum Requirements

• Persons must make nominations in writing, accompanied by a Curriculum Vitae (CV) and qualifications of the nominee and a letter indicating that the nominee agrees;


• Persons from the communities where the Centres are situated;


• Persons from the Public Service and/or Academia;


• A Person from the Health Profession;


• Persons whose members of the Management Board does not pose a conflict of interest, or a potential conflict of interest;


• Persons who have a legal qualification in terms of the legal framework in which Child and Youth Care Centres operate;


• Persons who can perform duties in good faith, with openness and trust, and in a manner that will be conducive to the management of the Centres and the wellbeing of its residents

They will be required to, as a minimum, to meet at least quarterly and visit the mentioned Child and Youth Care Centres at least annually.

Notes

It should be noted that Persons who will serve on the Management Board will be vetted against Part B of the National Child Protection Register and the National Register for Sex Offenders, and the clearance will be issued by the Director-General of the Department of Social Development and the Director-General of the Department of Justice and Correctional Service, respectively. Appointees will also be required to undergo general security clearance.

The closing date for nominations is 10 March 2023 following which the MEC of the Department of Social Development, Northern Cape will appoint a Management Board consisting of suitable members from the group of nominees for the indicated Child and Youth Care Centres.

Successful nominees will be required to complete Form 29 and Form 30 (Regulation 44) [Section 126 of the Children’s Act 38 0f 2005]
